McCarren was born in Ireland in 1830. He served in Company C, 1st Delaware Infantry, and later attained the rank of corporal.
On July 3, 1863, at Gettysburg, McCarren captured a Confederate flag. The surviving official citation states the deed in only three words.

McCarren received the Medal of Honor on December 1, 1864. He died on June 20, 1870, in Wilmington, Delaware, and was buried in Old Cathedral All Saints Cemetery.
