Charles Porter Mattocks was born on October 11, 1840, at Danville, Vermont. During the service relevant to this record, he served as Colonel with 17th Maine Infantry. He later attained the rank of Brevet Brigadier General.
On April 6, 1865, at Deatonsville, Sailor's Creek, Virginia, The action came during the destruction of much of Lee's retreating army three days before Appomattox. Mattocks was recognized for extraordinary gallantry in leading his regiment.

Mattocks received the Medal of Honor on March 29, 1899, and held the brevet rank of brigadier general. He died on May 16, 1910, at Portland, Maine, and was buried in Evergreen Cemetery there.
