Francis Moore (Medal of Honor)

He jumped into navy-yard waters to try to save a fallen man.

Francis Moore was born in New York in 1858. He served in the U.S. Navy as a boatswain's mate aboard the training ship Portsmouth.

At the Washington Navy Yard on 23 January 1882, Thomas Duncan, a carpenter and caulker, fell overboard. Moore jumped into the water and attempted to rescue him. His Medal of Honor citation recognized that effort, and the award was accredited to New York.

The citation preserves a sailor's response to a man in danger at the navy yard.
